The flash message said :

The Department of Telecommunications carries out these tests in different regions of the country to assess how well the system works with various mobile operators and cell broadcast systems.
Cell broadcast is a method through which the government can send messages about disasters to all mobile devices in a specific area. It doesn’t matter whether the recipients are local residents or tourists. This technology is often used to send emergency alerts, such as severe weather warnings for events like tsunamis, floods, and earthquakes.
These phone notifications are part of a government initiative to inform people during emergencies, and the DoT utilizes cell broadcast to swiftly and effectively notify the public about potential dangers and updates.
